Finalized scores for the 2019 Merit-based Incentive Payment System (MIPS) performance year are now available to review online through the Quality Payment Program (QPP) portal.
While preliminary scores were made available earlier this year, participants will want to be sure to double back to check the finalized adjustment to ensure they are not receiving a penalty or were incorrectly scored in one or multiple categories. Penalties and bonuses for 2019 participation can reach a maximum of +/-7% of Medicare Part B payments in the 2021 payment year.
However, due to the relatively low performance threshold and the COVID-19 flexibilities introduced by CMS prior to the reporting deadline, the overwhelming majority of providers are expected to avoid a penalty, as has been the case in every year of MIPS existence. Because this is a budget neutral program where any bonuses paid out must be drawn from the penalty pool withheld from poor performers, bonuses are again expected to be relatively small.
If you believe your score or a penalty was incorrectly applied by CMS, you may request the agency conduct of Targeted Review of your score. The deadline to due so is Oct. 5. Keep in mind, CMS does not offer additional opportunities to appeal their decisions after a review is conducted.
